@katmeister wrote these fantastic guidelines for kebab menus, and I think they deserve to be part of this site. I copied and pasted them here to start the conversation. There are some references to clean up here, but otherwise I think it's basically ready to go, and should be linked to from the progressive disclosure docs. When it's merged, we should replace the original document's contents with a link to the public docs.
