Purpose of proposed changes
Adds automated generator of patch files from Windows driver installer files. Now we automated almost everything except driver download and manual testing.
Probably in future we can invoke this autopatch by event from nv-update-locator and automatically propose new version for testing by users, but for now it's already looks good enough for me.
