[Java][jersey2] Escape query params before invoking api

Quick PR to the Java templates to escape query parameters before sending them to the API. Currently query params aren't encoded and wind up causing issues if you're using non alphabetic characters.

  • Copy the technical committee to review the pull request if your PR is targeting a particular programming language.
