Switches the signal DR uses to suspend threads from SIGSTKFLT, which is not supported in gdb, to SIGPWR. SIGPWR is similarly obscure and never used on Linux, but is supported by gdb, and does not cause QEMU to fail.

Fixes #5651 (closed)
