i#5469: Eliminate rseq header dependence in the core

A source-breaking change in the kernel rseq interface header broke our build. To solve this now and for the future, we remove the dependence on that header for core DR and use local definitions.

Tested locally on a machine with the new rseq.h header.

Fixes #5469 (closed)
