Fixes two sources of failing or flaky tests for #2439 (closed):
Relaxes the tool.drcacheoff.filter test template to allow any miss rate as we see unusually low rates on Windows for some reason.
Serializes tool.drcacheoff.filter with the tool.drcacheoff.simple test as they end up racing on the same-glob-name trace dir.
