doxygen 1.9.1 produces empty groups

When I build the docs locally with doxygen 1.9.1 the group pages like https://dynamorio.org/docs/group__drwrap.html have no content. I suspect something changed in how doxygen handles groups and group markup. For now the cronbuilds are using an older doxygen so the official docs are not yet affected.
